The Higher Education Commission (HEC) of Pakistan has officially implemented a rigorous ban on the establishment of new universities and sub-campuses, particularly at the tehsil level. This strategic move, announced via a formal letter to vice-chancellors and institutional heads, aims to curb the rapid growth of educational facilities that do not meet the national standards of quality and academic excellence.

Under the new HEC policy, no educational institution can be founded without prior scrutiny and explicit permission from the commission. The HEC has taken a firm stand, stating it will refuse to provide NOCs, accreditation, or the verification of degrees for any institution established in violation of these rules. The commission expressed significant concern regarding the current state of tehsil-level campuses, citing a critical lack of PhD faculty, insufficient student enrollment, and a limited range of educational programs as primary reasons for the crackdown.

As a direct result of this directive, all pending applications for sub-campuses have been immediately suspended. Furthermore, a complete ban has been imposed on admissions and advertising for these unauthorized institutions. Universities have been warned that any failure to implement this policy could lead to the cancellation of existing programs and campus approvals. The HEC is prioritizing the consolidation of quality over the quantity of higher education facilities across the country.

In a parallel effort to modernize services while tightening controls, the HEC is also preparing to launch a blockchain-based attestation system by June 30, 2026. Developed in collaboration with technology partners, this digital framework will allow students to track and verify their degrees online, eliminating the need for physical paperwork and in-person visits. By integrating a secure digital framework, the HEC aims to provide faster, more transparent credential sharing for graduates worldwide, marking a major step toward the digitalization of Pakistan’s education sector.
