The International Olympic Committee (IOC) has provisionally lifted the suspension of the Russian Olympic Committee (ROC), opening the door for Russian athletes to return to international sporting events ahead of the Los Angeles 2028 Olympic Games. The decision marks a major development in global sports after years of restrictions linked to the conflict in Ukraine.

The ROC was suspended in October 2023 after it recognised Olympic councils in the Ukrainian regions of Luhansk, Donetsk, Kherson, and Zaporizhzhia. The IOC stated that the suspension has now been removed because the Russian Olympic Committee confirmed it would no longer conduct activities in those territories. However, the organization emphasized that it will continue monitoring the situation closely and may take further action if necessary.

Despite lifting the suspension, the IOC has not yet decided whether Russian athletes will be allowed to compete under their national flag, wear official team colours, or have the Russian national anthem played during future Olympic Games. These decisions will be made separately as preparations continue for LA 2028.

IOC President Kirsty Coventry stressed that athletes should not suffer because of decisions made by governments. She reaffirmed the committee’s support for Ukraine while stating that every eligible athlete deserves the opportunity to compete on the world’s biggest sporting stage. According to Coventry, the IOC remains committed to protecting fair competition while balancing humanitarian and sporting principles.

Russian Sports Minister Mikhail Degtyarev welcomed the decision, describing it as an important step toward restoring Russia’s place in international sports. He expressed hope that international federations would now allow all Russian athletes to return to global competitions.

The announcement also comes amid ongoing concerns over Russia’s doping history, which resulted in years of sanctions and forced many Russian competitors to participate as neutral athletes. The IOC confirmed that strict anti doping testing will remain in place to ensure fair competition before and during the Los Angeles 2028 Olympics.
