The federal government on Sunday placed Khyber Pakhtunkhwa under governor’s rule and declared an emergency in twelve districts. This step has removed the powers of the provincial government for the time being. Legal experts say the move follows clear rules in the Constitution and aims to deal with serious security problems.

Supreme Court lawyer Haris Azmat explained that Articles 232 and 234 allow the centre to step in when law and order breaks down or terrorism becomes hard to control. He called the decision correct and necessary. Reports of repeated failures by the provincial government and rising terrorist attacks left ordinary people in danger. According to him the centre followed every required step including cabinet approval and presidential consultation. The emergency is not permanent. Once the situation improves it can be lifted quickly. From now on police and provincial departments must follow directions from the governor and federal authorities instead of the previous provincial setup.

Lawyer Hasan Raza Pasha noted that the Chief Minister and cabinet have lost their executive powers. The Assembly still exists but cannot pass laws that conflict with federal decisions. Parliament must approve the proclamation within ten days. Under Article 234 the rule can last two months and may be extended up to six months if needed. The same elected leaders will return once the emergency ends.

Security analyst Muhammad Ali stressed that the step was taken because the provincial government failed to protect citizens. He pointed out that out of roughly 125,000 police personnel about 17,000 remain on protocol duty while the Counter Terrorism Department has only 3,300 staff. Funds given by the federation were not used effectively. He urged people to see the decision as a security measure rather than a political move and said its goal is a complete end to terrorism in the province.

Lawyer Sheikh Saqib Ahmed confirmed that using both Articles 232 and 234 together is allowed when security threats and constitutional failure exist at the same time. Courts face limits when reviewing emergency orders but the action itself stays within the Constitution. The basic federal structure of Pakistan remains intact and provincial powers will return after normalcy is restored.
