Punjab Chief Minister Maryam Nawaz has introduced an important policy change that now allows 16 year olds to obtain smart cards and motorcycle driving licenses. This decision comes after growing concerns about police arresting or handcuffing teenagers for small traffic mistakes such as riding without a helmet. She said the goal is to protect young people from harsh treatment and help them follow traffic laws responsibly.

The announcement was made during a meeting on traffic safety in Lahore on December 2, 2025. Maryam Nawaz said she was disturbed by videos showing students being mistreated by police for minor violations. Under the new rule, police cannot arrest or handcuff anyone under 18 for a first time traffic offence. Instead, officers will issue warnings and focus on road safety education. The government will also introduce drones and body cameras to monitor traffic in a fair and transparent way.

With the bike license age lowered from 18 to 16, teenagers can now use their smart cards to apply legally. This helps young riders who already use motorcycles for school, tuition, or daily travel. The policy aims to reduce accidents, promote safe habits, and prevent unnecessary court cases involving minors.

Experts believe this move will improve safety and give youth more confidence. It also aligns with Maryam Nawaz’s plan to provide affordable bikes to students through easy installments. Traffic police will soon begin awareness programs in schools before applications officially open.
