France’s National Assembly has approved a landmark proposal to ban children under 15 from social media, reflecting growing concern over the impact of online platforms on mental health, sleep habits, and youth violence. The legislation passed comfortably, with 116 lawmakers voting in favour and 23 against, sending the bill to the French Senate for further review before a final vote.

The proposed law would prohibit under-15s from accessing social media platforms, as well as social networking features embedded within other digital services. Supporters argue that the measure responds to rising public anxiety about online bullying, addiction, and the psychological pressure faced by minors in digital spaces.

President Emmanuel Macron has been a vocal advocate of tighter controls on youth social media use. He has linked excessive exposure to platforms to violent behaviour among young people and urged France to follow the example of Australia, which implemented a world-first ban on social media for under-16s in December. Macron wants the French ban enforced by September, in time for the next academic year.

Presenting the bill, centrist lawmaker Laure Miller told the chamber that social media is far from harmless. She warned that children are reading less, sleeping less, and constantly comparing themselves to others, calling the issue a fight to protect independent thinking. Far-right lawmaker Thierry Perez also backed the bill, describing the situation as a public health emergency.

The proposed French ban would require platforms to implement age verification systems that comply with European Union regulations. However, enforcement remains a challenge. Australian authorities have already acknowledged difficulties, as many teenagers continue to bypass restrictions.

Beyond social media, the legislation would also extend an existing smartphone ban in junior and middle schools to high schools, further tightening digital restrictions in education settings.

Public support appears strong. A 2024 Harris Interactive survey found that 73% of French citizens back a ban on social media for under-15s. Teenagers themselves remain divided, with some recognising the risks while others see the move as excessive.
