Pakistan has taken another step toward strengthening its digital finance ecosystem by signing a memorandum of understanding with SC Financial Technologies LLC, an affiliate of World Liberty Financial, to explore the use of a dollar linked stablecoin for cross border transactions.
The agreement was signed in Islamabad between Finance Minister Muhammad Aurangzeb and World Liberty Financial CEO Zach Witkoff, during the latter’s visit to Pakistan. According to the Pakistan Virtual Asset Regulatory Authority, the MoU aims to promote dialogue and technical understanding around emerging digital payment architectures.
Officials said the partnership will focus on innovations in secure, compliant, and transparent digital payment infrastructure, including improvements in cross border settlements and foreign exchange processes. The authority described the development as part of Pakistan’s broader effort to position itself as a credible player in the global digital finance landscape.
Industry observers believe the engagement signals that Pakistan is being evaluated as a potential early stage partner for testing new digital payment models, including World Liberty’s stablecoin USD1, at a time when regulated and stability focused markets are attracting global fintech interest.
Finance Minister Aurangzeb stated that Pakistan recognises the rapid transformation of the financial sector and aims to remain ahead by engaging with reputable global institutions while ensuring alignment with regulation, stability, and national interest.
The move builds on earlier cooperation between Pakistan and World Liberty Financial, as well as recent regulatory approvals for major crypto platforms, reinforcing Pakistan’s growing role in the evolving global digital economy.
